Veterans’ Preference applies for virtually all new appointments in both competitive and accepted service. The most common appointment type affected by Veterans’ Preference is delegated examining. Delegated examining is used by agencies to fill competitive Civil Service jobs from outside the federal workforce. So if the position you’re hiring for is open to all U.A. citizens, then Veterans’ Preference does apply.
There are multiple reasons why veterans receive preference. Primarily the Veterans’ Preference Act of 1944 as amended, recognizing their sacrifice, Congress enacted laws to prevent veterans seeking Federal Employment from being penalized for their time in military service. As of 2010, the Rule of Three, no longer applies. Now, veterans are organized by category ranking. Categories include; best qualified, highly qualified, and qualified. When hiring for Professional Series G2-09 and above, veterans float to the top of their score group. For Professional Series below the GS-09, and Non Professional Series CPS and CP veterans float to the top of their certificate. As a benefit veterans can bring a unique, one-of-a-kind, skill set to your organization.
Some of these great qualities are; teamwork, diversity, core values, self direction, time management, planning and organization skills, along with the ability to quickly learn and apply new skills and concepts. So, in summary, Veterans’ Preference applies anytime hiring is open to U.S. citizens, outside the U.S. government. This type of hiring is typically done through delegated examining and category ranking applies. And if you do have the opportunity to hire a veteran, there are great benefits that come from the skills that they have developed through their service.
